He warned that no local government must issue indigeneship letters except through traditional rulers and respective local government chairmen. The governor said the process of acquiring indigeneship certificates has been abused by officials, saying any person found issuing certificates to non-indigenes will be dismissed.

He noted that 70 percent of the people employed in federal establishments for slots meant for Borno indigenes are being occupied by non indigenes of the state. The governor also said from now on, local government chairmen should be present at interviews for employment into federal establishments and the armed forces.
