Background: The Technical Assistance Team (Hulla & Co Human Dynamics KG) is seeking the services of qualified experts who will provide technical expertise under the European Union funded Water Supply and Sanitation Sector Reform Programme, Phase III in Adamawa, Ekiti and Plateau states.
Scope of work: The Senior and Junior Researchers will jointly work on the following tasks:
Carry out comparative study of different systems in other countries and recommendations on which model is best fitting in the context of Nigeria, drawing also from other donor’s experiences;
Carry out and prepare a comprehensive diagnosis of the water supply and sanitation sector in each State;
Carry out detailed studies on tariff, billing and metering systems in urban areas and small towns and make recommendations;
Presentation of findings and recommendations to public stakeholders and civil society/private sector representatives, also during round table meetings.
The Senior Policy Advisor will provide technical support inter alia in the following areas:
Carry out an analysis of each State Policy and legislation to determine its efficacy as it pertains to commercialisation of the water and sanitation sector;
Develop scenarios for future water supply and sanitation infrastructure and services for each State, also involving the private sector;
Support the development of a database management system to ensure that data is properly kept and available for future use;
Propose policy interventions and reforms to address the identified policy gaps/conflicts/overlaps and impacts;
Support in the establishment/development of Five-Year Financial Plan, water utilities asset management plan and database, and utility metering and tariff policy.
Present findings to stakeholders and reach consensus on recommendations.
Required profile of the experts
Education and skills
Master’s Degree (Bachelor is sufficient for the Junior position) in planning and management, water engineering, policy development, economics, sociology, development studies, law, social sciences, finances or other relevant discipline
Excellent writing, reporting and communication skills;
Fluency in English.
General professional experience
Minimum of 10 years (Junior: 5 years) of progressive responsibility in water sector institutional issues and/or water sector regulation/commercial studies;
Commensurate experience in two or more relevant fields e.g. Water Policy development, Strategic plan development, water utility accounting systems, tariff, billing and metering systems in utilities.
Specific professional experience:
Researcher: At least 5 years (Junior: 3 years) experience in water utility reform issues with experience in research studies covering areas such as tariff, billing, metering systems, commercialisation, regulation and performance monitoring.
Policy Adviser: At least 5 years experience in water sector related policy development with a broad range of experience in water regulation, development of strategic plans, water utility accounting systems, etc.
Must have good experience in sub-Saharan Africa; experience in Nigeria and any of these beneficiary state in particular would be an advantage;
Experience in managing, facilitating / conducting community water and sanitation meetings and capacity building. This will include wide experience in designing guideline, training tools and instruments for commercialization.

1 x Hydrogeologist (30 work days)
Scope of work: The Electrical and Mechanical Engineers will jointly provide technical support in the following areas:
Supervision of electro-mechanical component of the works contract in conjunction;
Review the design of electrical and mechanical plant equipment including specifications and schedules and ensure compliance by the contractor;
Review the contractor’s assessment of the power requirements and provide recommendation where necessary;
Provide technical support in the review of detailed design for Adamawa State.
The Hydrogeologist will provide technical support in the following area:
Daily supervision of works with regard to hydro-geological issues

Master degree in
Electrical Engineer: Electrical Engineering
Mechanical Engineer: Mechanical Engineering
Hydrogeologist: Geology, environmental science, geophysics, science or engineering, in hydrogeology, geochemistry, engineering, geology or geography, or environmental science;
Registered member of Council For The Regulation Of Engineering In Nigeria (COREN);
Fluency in English;
Computer skills – Ms Office. AutoCad would be an advantage.
General professional experience
A minimum of 12 years of professional experience in engineering;
A minimum of 10 years of professional experience in implementation of water supply and sanitation projects;
A minimum of 10 years of professional experience in
Electrical Engineer: Engineering tasks related to electricity, electronics, and electromagnetism;
Mechanical Engineer: The design, analysis, manufacture, and maintenance of mechanical systems;
Work experience in Nigeria
Specific professional experience:
At least 3 years’ experience in supervision of water works contracts in urban and small towns;
Experience with regard to feasibility planning, detailed designs, contract management and operation of water supply and sewerage systems;
Electrical Engineer: At least 5 years specific experience in the design, installation, testing and rehabilitation/maintenance of electro-mechanical components of small towns or urban water supply projects;
Mechanical Engineer: At least 5 years’ experience in projects related to water rehabilitation/ improvement in urban areas/small towns (civil, electrical, mechanical works and installation of equipment);
Hydrogelogist: At least 5 years’ experience in in hydro-geological investigation; Ability to understand and interpret maps, geographical data, historical evidence and models to build up a picture of the groundwater regime and/or land contamination, often based on incomplete information; Ability to use computers to model groundwater flow, chemistry and temperature according to geological formations, surface water flow and man-made influence; Experience in the design and commission of boreholes, and sample and measure groundwater and surface water
