Budget processes cumbersome to understand

This was one of the remarks made at the Accountability Loop Budget Advocacy (ALBA), a workshop for stronger health budget advocacy at Harare, Zimbabwe.
Speaking during a panel session by parliamentarians, Hon Dr Ruth Labode from Zimbabwe advised that for the health sector to get the best response from the parliamentarians there was need to build their capacities to understand the budget so that they are able to lobby for its approval.
Sharing her experiences on how budget approval processes are done in their countries, Labode noted that the reasons why health does not get the allocation it so dearly needs is because advocacies that would have influenced the budget is done too late by stakeholders, making it difficult to amend.
