Does NASENI need a marching order in order to carry out the functions for which the agency is established and for which it receives annual subventions in billions?
The question to ask is: Has NASENI been able to manufacture a helicopter tyre since it was established?

The marching order is another platitude meant to flagellate presidential niceties.
The patriotic thing to do is to emulate Joe Biden and issue an executive order that would compel actions not only in NASENI but in the larger science and technology ecosystem.
Marching order is not the same as an executive order, the former lacks any serious tectonic tailwind whilst the latter carries actionable performance indicators.
