The General Manager of the Owerri Capital Development Authority (OCDA), Engr. Francis Chukwu, has inaugurated revenue collection and recovery agents as well as special task forces for the authority in a bid to boost revenue.
Speaking at the occasion, Engr Chukwu disclosed that the agents were constituted through due process, following their success in an interview recently conducted by the OCDA.
The OCDA general manager also announced new changes in the mode of operations of the agents.
He said all agents must stick to their zones as no one would be allowed to trespass into another’s zone. He stressed that any agent caught operating in another zone where he or she is not posted would be sanctioned.
He said no revenue collection agent and debt recovery agent is allowed to impound any property from a construction site as such should only take place when there’s no evidence of payment of OCDA statutory fees which should be paid directly into the Imo State TSA Account.
Revenue collectors were also warned not to impound working tools on their first visit to a construction site, unless such a project has exceeded lintel level.
“In a situation like this, such a developer is said to have contravened and you are required to place a stop work sign and impound valuables. However, you must report every contravention case through SA operation/DOP who must relate to the general manager to secure order to seal the property and force the developer with a court action to do the needful,” he said
