Massive restructuring coming in Federal workforce -Oyo-Ita

The Head of the Civil Service of the Federation (HoCSF) Mrs Winifred Oyo-Ita has said that there would be massive restructuring of the federal civil service this year as part of measures to realize the vision of President Muhammadu Buhari administration Change mantra.

Oyo-Ita said this on Tuesday in Abuja at the 2018 maiden operational media briefing and the achievements of her office in 2017.
 
She listed her office (the Office of the Head of the Civil Service of the Federation (OHCSF), National Agency for Great Green Wall (NAGGW), Nigeria Immigration Service (NIS), Pharmacist Council of Nigeria (PCN), National Institute for Educational Planning and Administration (NIEPA), Optometrist and Dispensing Opticians Registration Board, Nigeria Institute of Soil Science and Corporate Affairs Commission (CAC) as agencies that would witness much of the restructuring for effective services.
 
She also said that the Federal Government had employed Mr. Imudia Uduehi, the father of the all-girls quintuplets born April, 2017 in Abuja, saying he was given his appointment letter last week.
Mr Uduehi a Computer Science graduate from the University of Ilorin, who confirmed the appointment, said he was posted to the Nigeria Building and Road Research Institute (NBRRI) under the Federal Ministry of Science and Technology (FMST) was in 2017 given a three-bedroom apartment.
“One of the key programmes embarked upon by the OHCSF since my assumption is anchored on the Strategic Implementation Plan (2017-2020) put in place to reposition the Federal Civil Service. The Plan which has since been approved by the FEC, is in line with the Change Mantra of His Excellency President Muhammadu Buhari’s Administration and is also aligned with the recently launched National Economic Recovery and Growth Plan (ERGP),” she said.
She listed eight priority areas which the plan which would bring significant change in the civil service as re-design and re-launch of three core-training modules to improve staff competencies and skills through well targeted and funded programmes across all grade levels; launch Strategic Sourcing of Identified Skills to bring in external talents to drive high level impact in the reform areas through partnership; result-based Institutionalized Performance Management to enhance merit in the civil service; and drive business innovation in service through dedicated innovation units established in the MDAs.
Others are launch Efficient, Productive, Incorruptible and Citizen-Centred (EPIC) culture transformation for improved values driven civil service; accelerated roll-out of Human Resources Module of IPPIS for improved productivity, Governance and HR Administration; establish an Enterprise Content Management Solution for digitalization of records and automated work flow across the organization; and launch a salary review in the civil service.
She said, “In order to enhance professionalism and meritocracy in the Civil Service, a Performance Management System (PMS) policy guidelines and tools have been developed for the Federal Public Service. The PMS tools are currently being test-run in the Federal Ministry of Agriculture and the Office of the Head of the Civil Service of the Federation.  After the exercise, a validation meeting of stakeholders will be held in preparation for representation to the FEC for consideration and approval.”
She however listed paucity and untimely release of funds for programme, lack of requisite training for civil servants, shortage of staff with requisite skills and shortage of modern office equipment and work tool as key challenges of her office.
