Kaduna Assembly passes bill to castrate rapists

The Kaduna State House of Assembly has passed a bill to amend the state’s Penal Code Law No.5 of 2017 which recommends total castration for male rapists and bilateral salpingectomy for female.

Speaker Yusuf Ibrahim Zailani tweeted that the bill, passed Wednesday was aimed at ending rape in the state.

Zailani said: “Earlier yesterday, the 9th of September, 2020, a bill to amend the Kaduna State Penal Code Law No. 5 of 2017 has been passed into law by the Kaduna legislature. The bill recommends total castration and bilateral salpingectomy for rapists in the state.”

Governor Nasir El-Rufai had in July said his administration was considering castration for rape convicts.

Last month, the governor’s wife, Ummi, had visited the House of Assembly to advocate law castrating and executing rapists, stressing that an average of five rape cases especially for minors are reported daily in the state.
