The Minister of Humanitarian Affairs, Disaster Management and Social Development, Sadiya Umar Farouq, has inaugurated the National Steering Committee for the Restructured Multi-sectoral Crisis Recovery Project (MCRP) being implemented in Borno, Adamawa and Yobe states.
She said the project would mark an important milestone to kick start activities towards the effective implementation of the MCRP Lake Chad Region Recovery and Development Project (PROLAC).
According to her, the MCRP-PROLAC, which is a World Bank Project intended to support recovery and development of the Lake Chad Region, will bring development to the region following the devastation of the Boko Haram insurgency, particularly in Nigeria, Niger, Chad, and Cameroon.
“Nigeria is joining this project through the restructuring of the Multi-sectoral Crisis Recovery Project (MCRP) currently being implemented in Borno, Adamawa and Yobe States,” Farouq said.
She said that the MCRP 1 implementation model had proven to be successful in putting the region on the path to recovery and stability.
She added that this had provided the basis for the Federal Government to request for Nigeria to be included in the IDA financed PROLAC, through an additional financing to address the gap of unmet needs of the participating States in Nigeria.
She said, “With this broader scope, and lessons learned from the implementation of the MCRP thus far, the MCRP-PROLAC will make great strides towards achieving its objectives.
“We count on the continued support of the Participating State Governments, and the guidance of this Steering Committee, as we look forward to celebrating the successful implementation of the project by the year 2024.
“I wish to commend NEDC, and the World Bank for their continuous work in the realization and restructuring of these important projects.
“I thank the Lake Chad Basin Commission for their efforts in alleviating the common issues plaguing the countries of the region to ensure sustainable development and recovery.”
On his part, the Managing Director, North East Development Commission (NEDC), Alhaji Mohammed Goni Alkali, said that the inauguration of the committee is a milestone which has both the immediate and long-term positive impacts on the country and the Laker Chad region.
Also, the National Coordinator MCRP-PROLAC, Mr. Muhammed Danjuma, said that to ensure effective coordination and implementation of the project committees at various levels, Regional, National and State Steering Committee would be constituted.
“The functions of these committees would include providing oversight, strategic guidance, leverage and support towards the overall success of the Project. Reviewing and approving the consolidated annual work plans and budgets and making strategic decisions regarding the prioritisation of project outcomes and approving interim deliverables.
“Identifying potential risks and mitigating them and reviewing and approving the Contingent Emergency Response Component of the project to address immediate and effective response in the event of eligible crisis or emergency,” he said.
