Executive Must Be Kept On Its Toes – Sen. Kawu Sumaila

Senator Representing Kano South, Senator Adulrahman Suleman Kawu, has said the legislature put pressure on the executive through resolutions in order for the right thing to be done in the interest of the country.

He stated this while addressing the National Association of Political Science Students (NAPSS) from Al-Istiqama University, Sumaila, who paid him a courtesy visit.

The delegation was led by the Head of Department of Political Science of the University, Najibullah Abdallah Nuhu, and the Association’s President, Muhammad Kabir Salihu.

He said, “The essence of the legislature as an arm of government is to keep the executive in check through its legislative functions as guaranteed in the Nigerian Constitution 1999 (as amended).”

Sen. Sumaila informed the student that, the legislature carries out the functions through Bills, Motions and oversight functions to monitor the activities of the executive as regards day-to-day financial activities as contained in the approved budgets of Ministries, Departments and Agencies (MDAs).

He further noted that, the legislature also makes laws and ensures that they strictly adhere to by implementing authorities of the executive arm so that, the country does not fall into chaos.

The Senator informed the students that, members of the Senate and House of Representatives propose Bills and motions based on the need to fine-tune governance and deliver democratic dividends to Nigerians which he said was the main reason they were elected by their constituents.

He said before the Supreme Court ruling on local governments, he recently drew the attention of the government about the clear violation of the Constitution on the LG issue.

He said, “After we put our arguments and the support we got from the Senate, two days Mr President took them to Court and now he has won his case.

“There is a clear relationship between poverty and local government administration in Nigeria. It was confirmed by the Chief of Defence Staff (CDS) that there is a relationship between insecurity and local government administration in Nigeria.

“Another motion that I can cite for you was our motion on Niger. It was a serious issue. We need to open our border, and Mr President heard our position and opened our border.

“My motion on the Wudil-Gaya-Maiduguri road, today they are there at the site doing the work. It is not necessary, but you are calling the attention of the executive on these issues.

“And when we moved the motion that there is serious inconsistencies in the Consessioning of Kano Airport, after one, two months when the executive reviewed it, they agreed that, yes, and revoked the Concession.”
