EMAN seeks constitutional review on environmental management

The Environmental Management Association of Nigeria (EMAN) has called for the accelerated passage of the bill for an Act to establish the Environmental Managers Registration Council of Nigeria (EMRECON) at the National Assembly.

EMAN made the appeal in a communiqué issued at the end of its 6th national conference in Enugu State, noting that the bill’s passage would ensure environmental management practice in the country effectively regulated based on formal training.

The communiqué, signed by the national president of EMAN, Dr Emmanuel E. Ating, also called for a constitutional review that will ensure the transfer of environmental management responsibilities from the exclusive legislative list to the concurrent legislative list.

It said the transfer will allow the federating units of the country to take action and manage environment on the basis of peculiarity and practical reality of their unique circumstances.

Government at all levels, the communiqué stated, should put in place necessary incentives to drive environmental management education nationwide, especially at the university level.

It said the concerted effort would enhance the manner graduates of the profession were employed and placed within the public and private sectors to give concrete expression to the approved scheme of service for environmental managers.
The group also said the Environmental Management Plan (EMP) should be well integrated into Nigeria’s development efforts by ensuring that approved EMPs are utilized as basis and checklist for all environmental monitoring, assessment and audit programmes in the country.
“Accordingly, government at all levels should legislate on the adoption of a paradigm shift from resource exploitation to environmental restoration, remediation and nature of conservation programmes,” the communiqué also read.
