President Muhammadu Buhari has declared that Boko Haram insurgents are not in control of any local government at the moment.
Buhari was speaking at the Aso Rock Presidential Villa in Abuja on Thursday during a joint press conference with visiting German President Joachim Gauck.
The president said unlike before, the insurgents could neither carry out conventional attacks on military and police installations nor capture towns any more.
He stated that the sect had now resorted to using improvised explosive devices to cause "maximum casualties" on soft targets.
"It is a pity Boko Haram welcomed you by explosions in Maiduguri that took so many lives. But I have attempted to explain in so many fora that Boko Haram is not what it used to be. While they were firmly holding 14 out of 774 local governments when we came in, they are not holding any local government now.
"What they have resorted to is using improvised explosive devices to cause maximum casualties on soft targets as they did yesterday (Wednesday) doing what they are capable of doing now. But for them to organize conventional attacks on military police installations and take hold towns, I think they are not able to do that. They send groups to go and kill vulnerable targets," Buhari said.
President Buhari assured that his administration would double its efforts towards rehabilitating the internally displaced persons (IDPs), especially the children.
