Borno State Governor, Professor Babagana Umara Zulum, Tuesday presented the 2022 appropriation bill of N268 billion to the House of Assembly.

He said the proposed 2022 budget of “hope for post-conflict stability,” aims at accelerating the ongoing reconstruction of destroyed communities for safe and dignified resettlements, provision of livelihoods and social support to citizens and ensuring the completion of ongoing projects.

He said, “To achieve our overall objectives, we propose the sum of N267,921,484,000.00 for the 2022 fiscal year made of N172,535,634,000.00 for capital expenditure and N95,385,850,000.00 for recurrent expenditure.”

He explained that the budget will be financed from recurrent revenue of N113.8bn which will comprise FAAC revenue of N48.3bn, Internally

Generated Revenue (IGR) of N34.5bn, Value Added Tax of N20.7bn and other federation account sources of N10.3bn.

The budget will also be financed by capital receipts of N154.1bn comprising loans and grants. Education sector got the largest share of N38bn, the Ministry of Health and Human Services got N24.2bn, the Ministry of Finance received N30.4bn to sustain prompt payment of salaries and gratuities while Housing and Energy were allocated N8.7bn.

He said the government will complete and commission the Borno State University Teaching Hospital and employ 1,000 health officers as well as implement N30, 000 minimum wage for qualified primary school teachers and recruit 3,000 qualified teachers in the year 2022.

He said, “We also plan to open and renovate Maiduguri-Damboa road,” while Damboa-Chibok road will be completed.

Professor Zulum said the government is aware of the hardships being faced by the people as a result of the power outage in Maiduguri following the destruction of power towers by insurgents in March and that authorities are working to restore power in 30 days.

Commenting, Programme Assistant, Youth Initiative for Advocacy, Growth and Advancement (YIAGA), Olaniyan Sanusi said budgets should be able to satisfy the demands of different communities in the state.
