Speaking to newsmen shortly after addressing the traditional rulers in his palace, the Shehu of Borno Alhaji Abubakar Ibn Umar Garbai El-Amin El-Kanemi said since the traditional rulers are closer to the people, they have the responsibility of ensuring that all children below five years of age are vaccinated.
