IPPIS: FG stops salaries of 331 workers

The Federal Government has sanctioned 331 federal civil servants across the Ministries, Departments and Agencies (MDAs) over their failure to be regularised in the centralised payroll system, the Integrated Personnel and Payroll Information System (IPPIS).

This is contained in a circular from the Office of the Head of Service of the Federation (OHCSF) and signed by the Permanent Secretaries, Career Management Office (CMO), Mr. M. Mamman on behalf of the Head of Service of the Federation (HCSF), Dr. Folasade Yemi-Esan.

The circular addressed to all permanent secretaries, Accountant General of the Federation and Auditor General for the Federation, was titled “Suspension of salaries of Employees of core Ministries, Departments and Agencies (MDAs) that have not been verified on the Integrated Personnel and Payroll Information System (IPPIS) Human Resource (Hr) Module Platform”.

The circular recalled that the Office of the Head of the Civil Service of the Federation had issued various circulars requesting employees of MDAs to carry out an online records update on the IPPIS verification portal as a pre-condition for the roll-out of the Human Resource (HR) module.

It said that consequently, the verification portal was opened from 20 April 2017 to 23rd May, 2018 in order to enable employees carry out the online records update.

“Arising from this, the HR module of IPPIS is fully implemented and all the core MDAs are now live on the IPPIS Platform.

“However, despite all the circulars issued, some employees in the core-MDAs did not comply with the directives, and therefore could not participate in the physical verification exercise that was carried out between June 2018 and December, 2020 due to the fact that their records were not found on the verification portal.

“Consequent upon this, the salaries of officers in the attached list have been suspended on the IPPIS Platform due to their failure to carry out the online records update and participate in the physical verification exercise.

“For further information/clarification the officers are advised to report to the office of the Director, (IPPIS-SW), Block ‘B’ 4 floor, Room 404, Office of the Head of the Civil Service of the Federation,” the circular stated.

The circular said that the list was the first batch of defaulters, sanctioned on “Suspension from IPPIS for non-compliance with HR online records update and verification”.

Daily Trust reports that Head of Service of the Federation (HCSF), Dr. Folasade Yemi-Esan, had in November 2020 threatened to stop the salaries of 720 civil servants who then had “insufficient records” on the IPPIS.

This means that 389 of the initial 720 regularised the records on the IPPIS.
