Angry spectators, mainly civil servants, attempted to pour their venom on the agent, who was in his late 20s.
City News observed that a black BMW car left by its owner was clamped by the agent.
When the motorist, who had gone into the secretariat complex came out to move his car, he found that it was fettered and the traffic officials were about towing it. He pleaded with them to let him go, saying he never knew parking at the spot was restricted. His pleas fell on deaf ears.
He gave the park and pay people N20,000  which was all he had but they insisted he would not go unless he completed the N25,000 charge.
He had to borrow money from someone to complete the payment.
After paying the complete fee, his car was unclamped but he demanded a receipt from the agent who collected the money.
When he could not produce any, a quarrel ensued, attracting the attention of many people.
When the crowd grew large, the park and pay agent vamoosed, leaving behind the towing van with its driver and his assistant.
Attempts by the towing van driver to drive away were halted by the crowd until  the arrival of the police with the park and pay agents.
The crowd stood between the police and the man whose car was clamped, while police efforts to interrogate the car owner came to naught.
The park and pay agent refunded the N25,000 to pacify the agitating crowd. The crowd shouted jubilantly.
Many spectators passed comments, expressing dislike for the park and pay policy which they said is replete with fraudulent acts. Policemen were seen leaving the scene with the park and pay agents.
When contacted on phone, Mr. Wilson Unougu, Deputy Director, FCT Transport Secretariat, said he would investigate the matter.
