Therefore a distinct administrator is an intelligent vibrant person, who is in a position to change things for the better. He is an extraordinary individual, who can bring about change for the better. He is a team player that carries other members of his group together.
He is such a organizer that reaches out to the other group for understanding and cooperation, if distinction is added to these rare treats, then the administrator must be a special person. Dr. Tahir Mamman, the current Director-General, Nigerian Law School is a special citizen. Before absorbed into the Nigerian Law School as a Deputy-Director, Nigerian Law School, Kano, he was Dean, Faculty of Law, University of Maiduguri.
At home, broadly, he relates healthily with his base, that is Adamawa State. He is Dan Ruwata, Adamawa Emirate Council and Dokaji Mubi Emirate Council, two prominent and renowned Emirate Councils, since 2011. He is Garkuwan Nkafa.
At his proper base in Michika, when he is at home- people and persons flock to his residence booking to see the Director-General for one reason or the other, some are simple reasons, either placement in some agency, ministry, parastatal, employment, contracts, assistance or what view.

That is the story of Dr. Tahir Mamman, who I understand, he is an associate Professor today. He has been able to transform his Nigerian Law School into an institute of great learning. To be able to browse laptops, desktops, ipads, blackberry and download, articles, lecture, notes is not a mean feat. That is what he has been able to do e-learning, e-library, video conferencing, one student, one lap. There are six campuses of the Nigerian Law School, presently, Yola, Kano, Calabar, Lagos, Enugu, and Bwari in Abuja which is the Headquarters. There are more than six thousand students in the various campuses.
As a good administrator, he has curbed examination malpractice in the Nigerian Law School. He has made structure in terms of accommodation for students and staff. Some are completed and some are on-going.
As a good administrator, he is cool headed, collected and calm against any provocation. When he increased registration fee for new intakes, so they can get best of journals, books and academic materials, he defended by saying any good education is expensive, you cannot get it that cheap. Besides, this is law.
Dr. Tahir Mamman, who finished from the famous Ahmadu Bello University, Zaria and has had his second and third degrees in Warwick University, England on top hundreds of articles in many international magazines. Only last year, Mr. President, Dr. Goodluck Ebele Jonathan bestowed on him Order of the Niger (OON) for his pragmatism, his contribution to law, the transformation taking place in the Nigerian Law School today. Five years after, he is still restructuring, the hierarchy with the Council for Legal Education.
An administrator of excellence is always fair in his transactions. There is no discrimination of any kind in his books. No skewed thing in his agenda, he distributes and gives competency priority and does not go for mediocrity. An administrator of distinction is a man, who can preside over regions and produce peace, productivity and economic prosperity.
An administrator of excellence is a citizen who can administer justice and mediate between warring parties and there is understanding and unnecessary struggles and competition will cease.
An extra-ordinary administrator is a patriot, who can decipher and discern diverse interests and he intervenes and unity in diversity will be found
A good administrator does not thrive in sabotage, blackmail, gossip or being a goose berry. He is always loyal to the state and spends his time and energy in contributing to the growth of the Nation, politically, economically, socially and academically. We spotlight this man who is a star amongst his equals. He is an agent of change, a symbol of progress and prosperity. Dr. Tahir Mamman’s tenure as Director-General, Nigerian Law School terminates in December, 2013.
