The Presidential Amnesty Programme (PAP) on Tuesday graduated 98 delegates from the Joemarine Institute of Nautical Studies and Research, Otomewo, Okpe Local Government Area, Delta State, after completing a boot camp refresher course in marine engineering.
Speaking during the graduation ceremony, PAP Administrator, Dr. Dennis Burutu Otuaro, commended the graduates for excelling in their training, emphasising the programme’s commitment to human capital development.
“The Presidential Amnesty Programme is a platform for building manpower and human resources. I urge you to utilize this opportunity to secure a brighter future for yourselves and your communities,” Otuaro said.
He described the graduates as peace ambassadors of the Niger Delta. The Managing Director of Joemarine Institute, Engr. Kenneth Akpoebi Epidei, applauded PAP for entrusting the institute with the delegates’ training and reaffirmed the institution’s dedication to producing skilled maritime professionals.

HRM Pere Luke Kalanama VIII, chairman of the institute’s Governing Council, commended Dr Otuaro for ensuring the continuity of the amnesty programme.
