Leveraging innovation to improve public sector performance

Digital government is the use of digital technologies and innovations to transform and improve the performance of the public sector. It involves leveraging technology, data and innovation to enhance government operations, service delivery and citizen engagement. It can make an impact through:  

Streamlining and improving public service  delivery. Online portals and mobile applications can provide convenient access to government services,  allowing citizens to interact with government agencies, make payments and access information easily.  

This improves efficiency, reduces bureaucracy and enhances the overall citizen experience.

Digital technologies enable governments to collect, analyze, and utilize vast amounts of data. Data analytics and data-driven decision-making processes can help policymakers and public officials make informed decisions, identify trends and develop evidence-based policies and  strategies. It also can encourage a culture of innovation and experimentation within the public sector. 

Governments can promote innovation through initiatives such as hackathons, incubators, and sandboxes, encouraging collaboration between the public and private sectors to develop and test innovative solutions for societal challenges.  

Over the years, Nigeria has made significant strides in advancing digital government initiatives. The  country has implemented various digital platforms and systems to improve service delivery, enhance  transparency and streamline administrative processes such as the National Identification Number (NIN) registration system, the Treasury Single Account (TSA), FIRS e-Services Platform and the Integrated Payroll and Personnel Information System (IPPIS).  

Despite significant potential advantages, challenges that hinder effective service delivery must be  passionately addressed. Key challenges include:  

Infrastructure: Adequate digital infrastructure, including broadband connectivity and reliable electricity supply, is essential for the successful implementation of digital government initiatives, particularly in rural areas.  

Adoption and Digital Literacy: The level of adoption and digital literacy among citizens and government   officials play a crucial role in determining the effectiveness of digital government initiatives. Ensuring that citizens have the necessary skills and awareness to access and utilize digital services is vital for widespread adoption and benefits realization.  

User Experience and Service Delivery: The user experience of digital government platforms, including ease of use, reliability, and responsiveness, is critical to their effectiveness.  

Cybersecurity and Data Privacy: Cybersecurity and data privacy are paramount in digital government  initiatives. Ensuring robust cybersecurity measures, data protection, and privacy safeguards are in place  is crucial to building trust among users and safeguarding sensitive information. 

By embracing digital transformation, governments can harness the potential of technology to drive positive change, enhance governance, and meet the evolving needs of citizens in the digital age.  

Governments can leverage digital platforms to solicit feedback, gather insights, and collaborate with citizens to co-create solutions. This citizen-centric approach fosters a sense of ownership, strengthens democracy, and ensures that public services align with citizens’ needs and aspirations.  

Nigeria must prioritize the following digital transformation initiatives quickly to realize its development goals:  

  1. E-Invoicing Tax Scheme to improve revenue generation, reduce tax evasion and drive ecommerce  
  2. Secure Integration of Citizens’ Identity to ensure a safe and secure economy  
  3. Improved & Smart Public Service through the integration of existing digital systems to improve  public sector performance.  
  4. Investment in Abuja Technology Village (ATV), a Technology & Innovation Park, to create a  significant number of jobs in the technology sector which can help to reduce unemployment, boost economic growth and attract foreign investment and partnerships that can bring in new   capital and expertise to the Nigerian economy.  

It is important to note that the effectiveness of digital government in Nigeria requires dynamic and  collaborative efforts, policy reforms, and investments. Additionally, it is crucial to regularly assess and monitor digital government initiatives to identify areas of improvement and ensure that the desired benefits are being realised.
